The Dolphins later confirmed the deal. Freeman would comment on his decision, per the team:

"

I feel like they have a really strong direction in their organization from a leadership standpoint. I’m familiar with Dennis Hickey and a number of staff members. (I was) in there with (quarterbacks coach) Zac Taylor and Coach (Bill) Lazor. We were in there talking about the offense and the direction. Also the conversations I had with Coach (Joe) Philbin were pretty awesome. I think it will be a great fit.

"

Peter Schrager of Fox Sports had more on the connection between Freeman and Miami's front office:

Freeman, 27, obviously wasn't signed to compete for Miami's starting job. Ryan Tannehill is the unquestioned starter in Miami. But he will have the opportunity to fight for the backup gig with Matt Moore, and the Dolphins have other reasons for liking him, per Armando Salguero of the Miami Herald:

Freeman spent the first four seasons of his career with the Tampa Bay Buccaneers and was considered a star on the rise after throwing for 3,451 yards, 25 touchdowns and just six interceptions in 2010. But he threw a combined 39 interceptions the next two seasons and was eventually traded to the Minnesota Vikings in 2013, where he made just one appearance.

The New York Giants signed him before the 2014 season but promptly cut him, and Freeman didn't appear in the league last season.

The Dolphins may be the last opportunity for Freeman to show he deserves a spot on an NFL roster, and a strong training camp and preseason could serve as a highlight reel for other teams around the league. Freeman probably isn't going to ever start for the Dolphins, barring injury, but nonetheless, his time with the team is probably his last shot at rejuvenating his career.
