NFL Rule Changes Proposed by Multiple Teams: Latest Details, Comments, Reaction

Troy Vincent Says 25 Players Should Have Been Removed for Evaluation in 2014

Pro Football Talk provided comments from NFL executive vice president of operations Troy Vincent, who said 25 players, including Julian Edelman, should have been removed for evaluation last season.

Teams Propose Potential Rule Changes

With the NFL owners' meeting on tap, several teams proposed potential rule changes Wednesday that will be taken under consideration.   

According to Tom Pelissero of USA Today and ESPN's Terry Blount, the bulk of the proposals relate to tweaking the league's instant replay system:

Among the suggestions is to eliminate throwing the red challenge flag in favor of simply calling a timeout:

Other replay-related protocol will be reviewed as well, with most of them focusing on adding to the list of reviewable plays.   

Per ESPN.com's Kevin Seifert, the Tennessee Titans want personal foul penalties to be reviewable:

The Detroit Lions took it one step further by suggesting that teams should be able to challenge all types of penalties, per Seifert. Yahoo Sports' Charles Robinson added more details:

One can only assume that Detroit's proposal is very much motivated by the controversial pass interference no-call that contributed to its playoff loss to the Dallas Cowboys this past season.  

Pro Football Talk provided some clarification and also offered a full breakdown of the proposed rule changes:

The New England Patriots were predictably active in the proposal process as well. According to Pelissero, the Pats want to get rid of booth reviews and want to install more cameras to aid in the accuracy of reviews:

Overtime has been a hot-button issue in recent years, and it has undergone a significant overhaul as well. The Chicago Bears have suggested that both teams should get at least one possession even if a touchdown is scored on the opening drive, according to Seifert:

Perhaps the most progressive and intriguing proposal came courtesy of the Indianapolis Colts, who want teams that are successful on a two-point conversion to be given the chance to score another bonus point as well, via Pelissero:

While the proposals certainly seem to run the gamut from reasonable to outrageous, Seifert warns that very few changes are likely to be made, if any:

The NFL seemingly always makes an effort to enhance its on-field product, and taking suggestions from teams is a logical way to make that happen.    

The rest of the league may not be in agreement with many of the suggestions, but they are all worth considering, and that is precisely what will occur at the owners' meetings.

At the very least, these proposals should serve as a catalyst for discussions and future considerations surrounding the league's rules.
