According to Sky Sport News, Sam Allardyce claimed that talks with Darren Fletcher have broken down:
Joel Watson of the London Evening Standard provided comments from Louis Van Gaal, who spoke about Fletcher as well:
"I thought Darren was going to sign a contract. But at the end they look for a loan and that was not the agreement.
I'm only listening to what is now said by West Ham United.
I think so (he will remain a Manchester United player). He is my third captain so it is not a problem for me. Manchester United just want to help him play more. For him now that is a big pity.

United have reportedly "told" Fletcher "he can leave the club on a free transfer," per ESPN. This report also states that West Ham are "leading" the chase for his signature, despite continued interest from West Brom and Valencia.
The latest on Fletcher's future emerges despite Louis van Gaal saying this of the Scotsman on Jan. 22, per Juliette Ferrington of BBC Sport:

According to AS' Conrado Valle, Valencia made contact with the 30-year-old Scot with a view to signing him up in the January window:
Valle reported that Louis van Gaal may look to keep Fletcher until the end of the season but confirmed the midfielder's interest in a switch to Spain.
Fletcher has suffered from long-term injury and illness in recent seasons with the Red Devils but has enjoyed great success with the club, winning five Premier League titles and a Champions League.
However, he has made only four Premier League starts under Van Gaal this season, per WhoScored.com, and Darren Lewis in the Mirror recently reported interest in Fletcher from West Ham, West Brom and Celtic too.
As sports writer Serge Adam notes, United may look to use Fletcher in a bid to sign Nicolas Otamendi from Los Che, a reported Van Gaal target, per Sky Sports:
Fletcher is likely to get fewer and fewer starts at United and may well look to move elsewhere in search of regular play with his contract drawing to a close.
