John Cena Will Exercise Power to Bring Back The Authority
If you were looking for another conspiracy theory on John Cena's long-awaited heel turn, you've come to the wrong place. Cena will eventually reinstall The Authority, but he won't have to turn heel to do so.
Raw featured several clues that suggest The Authority will eventually be back in power. At the beginning of Raw, Triple H vowed that fans would be begging for it to come back. An angry Vince McMahon demanded that The Authority fix this.
And then there's the Cena stipulation.

Announcers have made sure to hammer home the contingency that Cena is the only person who could bring The Authority back to power. This is either WWE's way of assuring fans that Cena—a consummate babyface—would never do such thing, or it's part of a long-term plan to eventually bring Triple H and Stephanie McMahon back into WWE storylines.
The stipulation has been repeated enough times to become suspicious. Why do the announcers keep saying this? Is there a reason fans need to remember this edict? What could possibly drive Cena to bring back the top two villains in WWE?
Raw ended with the return of the anonymous Raw general manager. The familiar email alert would sound off obnoxiously until the show went off the air, indicating Cena and friends were in for another long struggle against a potentially corrupt authority figure.
The trolling alert sounds alone should be an indication that Cena will eventually be overwhelmed by a power more overbearing than that of the previous regime.
Hearing enough "dings" from an electronic supervisor—not to mention the unfavorable Michael Cole announcements that follow—will make the deep, gravely voices of Triple H and Stephanie McMahon seem like the musical stylings of Adele.
Last time we saw the anonymous Raw GM, his initiatives included a stipulation that led to Cena being forced to join The Nexus. Cena's insubordination led to him being temporarily "fired."
If this era of the anonymous Raw GM is anything like the previous run, Cena will inevitably take desperate measures to bring back the lesser of two evils.
WWE will have to do an effective job booking the anonymous Raw GM as an uncontrollable tyrant that only the previous regime can stop. It's the only way Cena, who is already booed by many of the older fans, would be able to save face.
That's going to take a lot of "dings."
