It certainly appears that way. For the fourth straight week, Smith finished with fewer than seven points. Early in the year, he looked like a weekly WR1. Now, he's looking like a flex play based entirely on the matchup.

He's always sandwiched big afternoons with disappointing showings, but right now Torrey Smith certainly looks like a more viable fantasy option than his counterpart.
As for Joe Flacco, he's nothing more than a QB2 you can consider starting based on need and matchups but is probably best left on your bench more weeks than not.

In general, this passing game is looking fairly unreliable right now. The good weeks have been great, but the bad weeks have been pretty rough. Outside of Torrey Smith, buyer beware.
