Metro cite a report from Cope Radio in Spain that both Arsenal and PSG have put in bids for the former Werder Bremen star.
Gunners boss Arsene Wenger fuelled the flames by saying this after Sunday's win over Tottenham, via The Telegraph:
"I'm not against spending but I want to add super quality to our squad. With 24 more hours maybe we can surprise you, maybe not. You will tell me that I'm always confident and I've delivered very little until now, but I'm confident, yes.
"
Will Ozil be an Arsenal player on Tuesday morning, head to France or stay in Spain?
