London 2012: Lochte Dominates Phelps; Can Phelps Rebound to Chase Record?

But can Phelps bounce back from such a disappointing performance in the 400 IM to become the greatest Olympian ever?
Two-time gold medalist Mel Stewart from SwimSwam.com is here to break it down.
