Where could the free agent to be go if he’s not franchised by the Green Bay Packers? It certainly looks like he won’t be franchised.
It doesn't makes sense to franchise a backup that would make more money than superstar Aaron Rodgers. Expect Flynn to be in another uniform but who could use his services the most?

Aaron Rodgers, Drew Brees and Tom Brady had dominant quarterback seasons in the NFL. There was one quarterback that was on a losing team that didn’t get the attention he deserved and that’s Matt Moore of the Miami Dolphins.
Will Flynn be better than Moore? Was Flynn’s one-game performance a mirage? That’s the risk teams will have to ponder before giving him money like Kansas City did with Matt Cassel.
I think Moore played well enough to be retained as the starting quarterback of the Dolphins. He finished with 16 touchdowns to nine interceptions.
Miami will be a decent team next season and I don’t think Flynn would give them a better chance of being competitive than Moore. It’s difficult to determine with a short sample size.
Cleveland’s quarterback situation with Colt McCoy is anything but settled. I have always believed that McCoy isn’t the answer for Cleveland, but now he may not get another opportunity after suffering a concussion against the Pittsburgh Steelers this season.
The Browns sit in a perfect opportunity to get Robert Griffin III in the NFL Draft, so they might not be willing to spend money to get Flynn in free agency.
If anybody can use a quarterback it’s definitely Cleveland and their 24th ranked pass offense. I would draft Griffin if I had to choose.
Tarvaris Jackson was average at best this season for the Seattle Seahawks. He posted 14 touchdowns to 13 interceptions in 15 games.
That’s probably not good enough to keep his job in the future.
Seattle is a major potential landing spot for Flynn given their issues at quarterback. They were 22nd in the league in passing yards per game at 194 yards.
Rex Grossman isn’t the answer long-term for the Washington Redskins. Obviously we saw this come to fruition this season when Grossman was pulled for John Beck.
How did that turn out? Awful. They have needed a quarterback for years so maybe they will take a chance on Flynn.
They have overpaid for players in the past so I really believe that Flynn will be in a Redskins’ uniform next season.
