Zou, 26, has now taken home three medals at the 2024 Paris Games. He previously won silver in the men's team competition and in the rings event.
China now leads all countries with 21 gold medals and is second behind the United States in overall medals.
Zou, who won gold in the same event three years ago in Tokyo, did not have to sweat much after putting together a jaw-dropping routine that made it impossible for anyone else to come close.
Kovtun scored a critical silver medal for Ukraine, which is now up to seven total medals in Paris.
Shinnosuke Oka, the 20-year-old who won the all-around competition to emerge among the rising stars in the sport, was narrowly behind in third place. Japan's 25 total medals ranks seventh among all countries.
Monday was the final day of artistic gymnastics competition in Paris.
