An invitation does not automatically indicate an invitation to training camp but the new CBA makes it more likely. Players can be cut at anytime, ex: The Redskins cut a player today on the first day of rookie mini camp. The new CBA increases roster sizes during the offseason which allows teams to keep more players from rookie mini camps and bring in veterans to training camps. The cut days have been altered so the new schedule looks like this:
Today: Roster max is 90 players
August 28: First roster cuts, max 80 players on roster
September 2: Final roster cuts, 53 man roster

Hey, just had a quick question about NFL rookie mini camps. Does an invite to rookie camp automatically mean an invitation to training camp or can players be cut directly following rookie camp?
