A huge percentage of the NHL's revenue comes from the 6 Canadian teams, especially now that the Canadian dollar is on par with the American dollar. A new league would also have to get some kind of Canadian tv deal in order to survive. But the disaffected cities like Quebec, Winnipeg, and Hamilton, plus any hockey hungry up and coming Canadian cities who want to build a proper arena, would survive just like what happened in the WHA.

Actually there's been new information released by the Globe and Mail on Balsillie's handling of the affair that shows why the NHL regarded him as a less than satisfactory owner. He was pushy and tried to get in through the back door. But the NHL's Canadian expansion/relocation policy was in place long before Balsillie ever appeared and that someone with his abrasive style was able to exploit the anti-Canadian bias in it with success and get himself to appear as a Canadian hero says volumes about how Canadian fans regard the NHL.
The Toronto Sun published an editorial bemoaning the NHL's policies and lack of respect for Canada. If they have so low an opinion, a new league should be started that corrects the mistakes the old WHA made and values Canadian fans and franchises.

Hi Tyler, Thank you for commentating on my article. I don't know how old you are but when Harold Ballard owned the Leafs in the 1980's, lots of players hoped that they would NOT be drafted by the Leafs because their record of developing young players was so bad. Also, back then the Leafs were in the Western Conference and hardly played the Canadians at all. Their main rival in those years was Detroit. And what about this possibility. Suppose the NHL expands to 32 teams by re-admitting Hartford and Quebec and relocates a team in Hamilton. Then it divides into 2 conferences of 16 with 4 divisions of 4 teams in each division. Montreal would then be in a division with Quebec, Boston, and Hartford while Toronto would be in another division with Buffalo, Hamilton, and Ottawa. Then Montreal and Toronto would play less frequently.
