Does The NFL Need A Backup Replay?

During the Chargers game a play which was ruled a fumble even though the Chargers believed that Chris Chambers was down by contact and wanted the play reviewed. The problem is that the Chargers weren't able too challenge the play. Why? The replay system was out of commission during the time that it was needed. How does that happen? It's obviously a pretty bad system if at a critical point in a game that the system is not working properly.

Too make it even worse is that fans watching the game could see the replay. So, how is it that a system that was designed to help the league isn't functioning for the full game? It just doesn't make sense. If this is going to happen or there's a chance of it happening then the NFL needs to look into having a backup system in case something like that happens again. I'm sure Norv Turner and the San Diego Chargers are stewing over that, but also the completely missed fumble call later in the game.
