Lately there has been a lot of debate over what counts more in standings—gold medals or total medals. Most Americans feel that total medals decides the standings, while China as well as many other nations feel that it is the gold medal count that decides the standings.
I have a solution to this arguing. Similar to how soccer or hockey works, use a points system. Starting in 2010 in Vancouver, make gold medals worth three points, silver worth two points, and bronze worth one point. This will satisfy both sides to some extent.
People supporting the total medal count will have all of the medals count towards rankings while the supporters of the gold medal count will have their way since golds will still be the main decider.
This could save a lot of arguing between nations. If you're not going to count the silver and bronze medals, why not just do away with them. Why give out an award if you're not going to count it?
