Salary Cap- What If?

I have been thinking about this over the past few weeks.

you keep players that have current contracts the same, same as sighing a free agent. When there contract is up and it is time to sign a new deal, they get $45000 as a signing bonus. if they sign a multi year deal they get $45000 at the start of every season. For every point that they get its $1000 paid to them. I know that this idea would'nt work because some teams would be stacked, and there would be salary cap issues. I would much rather see players be paid for current production rather than past production. Just something that I would share with you.
