The Daily Mail out of England reports as of July 21 that Mario Balotelli, the Italian and Inter Milan striker lauded as one of the game's brightest young stars, appears to be headed to Manchester City for £23m.

The report states the City have come to terms with Inter on a transfer fee, one that starts at a base £23m and can elevate to Inter's original price tag of £34m upon satisfaction of incentive clauses.

Such a move would reunite Balotelli with his former manager Roberto Mancini, who oversaw Balotelli's rise to Inter Milan's first team and nurtured one of the world's finest talents into a potential superstar.

Balotelli did not share a similar relationship with current manager Jose Mourinho, however, and has yearned for a move away from the San Siro.

Other reports refuse to confirm that Balotelli has signed with Manchester City, although signs point to an imminent move.

Earlier reports have stated that Manchester United and Chelsea are both still in the running for the highly coveted striker's services.
