Manchester City have agreed a fee for David Silva and have overcome the minor issues in the personal terms in order to get the deal completed before the World Cup.
The clubs are likely to be able to confirm the transfer on Monday at the latest, with Valencia's creditors having played their part in pushing the deal through.
The player will be a welcome addition to Manchester City's squad and could be joined in the coming weeks by Jerome Boateng and a number of other players.
The fee of £25 million will be more welcome at cash-strapped Valencia, where there are real concerns now that the UEFA Financial Fair Play Rules have been ratified.
