The reason why Fedor Emelianenko is not in UFC today is Dana White total elimination Pride FC.

If he didnt killed Pride and make three or for events in japan or anywhere under Pride FC logo in a year and brought the best Pride FC fighters several times in the year in UFC cage, we had today Fedor fights in UFC and the Lesnar and Couture fight would happened. But Dana White decided to kill Pride FC and make the Pride FC fighters free agents. After that Fedor Emelianenko had made his contract with M1 Global.

So it was Dana White mistake that Fedor doesnt fight for UFC.

Should he left Pride FC and make some events under this banner than the Pride FC fighters only had to made longer contracts with the same company and so he could use the fighters for UFC, too. But White destruction politics and the elimination view of any rival brought him to the tactic to kill Pride FC.

It was very easy and cheap to let Pride FC in life with only four Pride FC events in the year and the rest fights under UFC banner. He had the opportunity let only the best fighters in Pride FC with making further Pride FC contracts including UFC fights.

But Dana White had made the mistake to kill Pride FC and brought fedor out of UFC control.
