Nationals To Sign Chapman?

Jon Heyman previously said it was the Nats and Marlins (Mets and Astros withdrew) in on Chapman, saying Florida's offer was around 16MM. It's unlikely that they have DOUBLED their offer to the young cuban, so it appears that the Nationals are the victor.
