Who Gets Big Ten Title?

Ok, I know right now Iowa looks destined to win the Big Ten Title. They're sitting comfy at 8-0(4-0) while Penn State sits at 7-1(3-1). But lets just say that the rest of the season ends like this.

Iowa and Penn State both finish 7-1 in the Big Ten, with Iowa losing to Ohio State. Now I'm a little confused after this point. I don't know what to think. Who wins the Big Ten Title?

Will Penn State win it because they will be ranked higher if Iowa loses to OSU? Or will Iowa win it just because they beat Penn State?

I hope Penn State wins it but I don't think that they will even if they win out.

Also, who goes to the Rose Bowl? This has just got me all messed up. I've been thinking about this a lot. I would appreciate some input.
