The picture shown was posted by Matt Hardy on his Twitter page. The building is being called the BCR Dome in Matt's tweets and according to him, it will be 1,500 square feet and have a wrestling ring in the middle.
When asked by a fan if he was starting a wrestling school, Matt replied, "I wouldn't rule it out."
If Matt decided to run a wrestling school, he could be very successful, as he is close with many great wrestlers, not to mention how many live in a close proximity to him.
North Carolina has always been a hotbed for pro wrestling since before Ric Flair.
Keep in mind none of this is certain or confirmed, it is simply conjecture from Matt about the building he is having constructed.
If Hardy did run a school, I couldn't see him not being a success, as he is easily one of the most popular wrestlers out there, and he is mostly self-trained which could actually help him in molding other talent.
