Questions Regarding Steriods List

Questions that should be answered to clarify who is using and not using steroid's .
1. Michael Weiner said on the list of 104 names tested does not mean they were all positive for  steroid's.  He said some were tested more than once.  How does Weiner know this?
2. Who knows what the list of 104 names actually represents ?  Those only tested?  Those who tested positive? or who?
3. When the tests are done do they tell the ones who tested positive they tested positive?  If not, why not?
4. When a list comes out is it labeled "tested positive for steroids" or is it not labeled at all ?  And who creates this list?
