Lukaku was expected to be a key man in the Belgium team but has had his chances limited by poor form and the emergence of teenager Divock Origi.
His performance coming as a late substitute will put him back in the mix for the quarter-final against Argentina, after Belgium held off a spirited United States rearguard to win 2-1 after 120 minutes.
