Blackburn Rovers Football Club are believed to be the first to face refusal in regards to Chelsea's young striker Franco Di Santo.
The new Chelsea management intend to assess Di Santo prior to any loan deal. However should they decide the player requires more Premier League experience an agreement with BRFC is already set in motion.
Di Santo, described as a "brilliant young striker", has seen limited opportunities at Stamford Bridge for obvious reasons.
While playing for Audax Italiano (a side where Carlos Villanueva used to play before signing for BRFC) of Chile, where he struck 35 goals in 86 appearances. It has also been indicated he was invited to train with the Argentinian national squad, outlining his possible potential.
With the poverty stricken owners of BRFC slashing the wage bill (and no current takeover developments) we should probably not be surprised to see BRFC assessing loan deals.
Personally I don't have major issues with BRFC taking players on loan from any top European club, just as long as it's not from Manchester United. Especially after that rubbish they sent here last season and I would never support any player contracted to them.
