The Atlanta Falcons were a disappointing 4-12 in 2013. And the only real way for them to get better is to sign some free agents this offseason and make sure their cap is properly spent on the right players—not just anybody.

Due to that, general manager Thomas Dimitroff has to make sure that the Falcons are always in the position to spend money properly.
