The Fiorentina forward has been in sensational form for La Viola since returning to full fitness this year, scoring 11 goals in his 13 Serie A games this term.
The Mirror's Alan Nixon has reported that Spurs would be expected to pay £30 million for the 26-year-old, who has suffered with chronic knee issues in the last few years.
An excerpt from Nixon's story reads:
"Spurs are looking to land 26-year-old former Manchester United reserve Rossi from Fiorentina at the second attempt and make him the club’s new number nine.
"They tried for Rossi when he was starring with Spanish side Villarreal and are in again now that he is fully fit and scoring goals in Serie A."
Andre Villas-Boas' side have been surprisingly shy of goals this term and have struggled to cope without the explosive presence of Gareth Bale.
