The good news for Woods is that he's basically the top dog in the Buffalo receiving corps with Stevie Johnson hobbled by hamstring and back issues. The bad news is that Thaddeus Lewis is the quarterback and the Bengals have looked pretty tough against the pass.
Woods was targeted 13 times last week, but produced just 64 yards and no touchdowns, and the sledding won't get any easier this week. While he should see enough volume to be worthy of a flex play in deeper leagues where his five or six points will actually help, Woods should be avoided in standard formats except as a potential upside bench stash for when EJ Manuel gets healthy.
