Last week, Rutgers became the second school to offer 6-1, 190-pound East high school (Rochester, N.Y.) athlete, Justin Noye, a scholarship for football. Noye, a dual-threat quarterback and defensive back on the high school level, was surprised by the tender feeling it had come out of nowhere. "I was sleeping at the time, and my coach called me and asked if I had heard the good news. And I said, 'no,'" Noye mentioned. "Then he told me that Rutgers had offered me, and that's how I found out.
