The mother of Kansas City Chiefs player Jovan Belcher, who killed his girlfriend and then himself, moved a step closer Friday to getting custody of their daughter and overseeing the estate. A Jackson County Circuit Court probate commissioner on Friday granted an “application for letters of administration” to Cheryl Shepherd.
