Here are the Top 20 young pitchers in MLB.   Rankings are determined by the pitcher's stuff, command, and dominance in the league with special consideration going towards strikeouts.   However, although Kazmir has the best K/9 innings on the list his command suffered for it (1.38 whip) so he dropped a few spots.

Also, note the tier system, which actually means more than the specific numerical ranking given to a player.  Any player in a tier can be argued as being the best in the bunch.  It would be much harder for a player to move up to a different tier than go from last in his tier to first.                                           

                                        Top 20 Pitchers Under 25 

Gold Tier – Have shown success and dominance in the league for extended period of time.  These pitchers have proven themselves as the best of the best.

  2. Cole Hamels
  3. Scott Kazmir
  4. Felix Hernandez
  5. Francisco Liriano

Silver – Have shown flashes of success and dominance in the league.  These pitchers still must prove themselves as top tier performers.

  2. Tim Lincecum
  3. Yovanni Gallardo
  4. Joba Chamberlain
  5. Phil Hughes
  6. Clay Buccholz

Bronze – Have shown success and dominance in the league at times but have also shown that they can get roughed up too.  These pitchers have the most fluctuation in performance.

  2. Jered Weaver
  3. Fausto Carmona
  4. Jeremy Bonderman
  5. Matt Garza

Almost – Have the stuff to be successful in the league.  These pitchers just need to put it all together and prove themselves for an extended period of time.
