HOMESTEAD, Fla. — Brad Keselowski understands why NASCAR won’t allow him to have his cell phone in his racecar.

But he doesn’t sound all that happy about it.

NASCAR fined Keselowski $25,000 for having a phone in his car last week at Phoenix International Raceway. NASCAR placed him on probation, meaning that if he does it again, he could face a points penalty...
