Chelsea, who ended last season by winning the Champions League, have a plethora of talent in attacking areas, and a loan move would definitely be beneficial to Lukaku.
With Fernando Torres the favourite to take the sole striking role, fending off the likes of Eden Hazard and Juan Mata and the possible arrival of Hulk from Porto, Lukaku may find his playing time limited at Stamford Bridge.
Lukaku, who started his career with Anderlecht in his native Belgium, is considered to be one of the best teenage footballers in the world.
A powerful striker, his qualities are perfect for the Premier League, and a run of games at a mid-table club like Fulham would be an excellent place for him to hone his skills, under the watchful eye of Jol.
Likened to former Chelsea forward Didier Drogba in his style of play, Lukaku just needs that chance to continue his development, as he is very raw at the moment.
Hopefully Roberto Di Matteo will see that he needs games and let the youngster go out on loan for the forthcoming season.
He could return the new Didier Drogba, or he could just be the very special Romelu Lukaku.
