Cheapest Franchise in the NBA

Frugality has many forms in professional sports. While the cheaper teams and ownership groups may not be as glaring in the NBA as they are in other pro leagues, there's nonetheless an interesting correlational relationship between winning and spending. Not all winning teams break the bank, but falling within a certain championship standard requires that owners open up their wallets a bit.

It's for that reason that we turn our focus to the league's cheapest teams—the institutions of the game that have become famous for penny-pinching. Which owners/teams have earned the distinction of thriftiness, for reasons either good (economical spending) or bad (miserly)?
