Why Is It That The Ref's Always Over React?

Is it just me or do the referees seemed to over react to certain situations, case in point Montreal VS Boston last night. Aaron Ward was hit by Andrei kostitsyn last evening, even Tim Thomas who certainly over reacted with his cross check on Kostitsyn admitted once he saw the replay of the hit he had reacted wrongly.  I think that the officiating of NHL games goes in two different directions, some days the ref's are tripping over themselves to call penalties, and other times they just let the teams play hockey. But in this case last evening with Kostitsyn and Ward that was a total miss call, and Thomas' reaction was a way too high and could have caused a serious injury. This is only my reaction as a Canadiens fan but I still believe the ref's don't go by what they see as much as by what they hear and the whining of certain team mates O well what are you going to do!
