The new Collective Bargaining Agreement in the MLB has a cap on spending in the amateur draft. Which means the Cubs probably won't be able to spend $12 million on a draft class again.

BaseballAmerica has a full breakdown for 2012. Each team is assigned an aggregate signing bonus pool for the draft picks in the first 10 rounds. Each pick has a predetermined value, according to BA, from $7.2 million for the first overall choice to $125,000 for the 300th choice and any beyond that.
